초록 [국문] Our study was focused on the subjective judgments of youth about the quality of life and
their life strategies. In this paper, the authors have presented a new and modern sociological
materials, which was obtained as a result of expeditions to the Arctic regions of the Republic of
Sakha (Yakutia) (Ust-Yansky, Anabarsky and Allaikhovsky regions), that was held in 2013.
The authors have attempted to show attitudes of youth, living in the Arctic regions of
Yakutia to the surrounding social reality, to identify migratory intentions and life satisfaction
level in the North of Yakutia in the context of the modern development of Russian Arctic
territories.
The authors conclude that migration can lead to changes in ethno demographic
characteristics of the Arctic population. The article presents a comparative analysis of statistical
data of migration activity of the population in 2012 with the results of sociological researchconducted by the authors. Each Arctic region of Yakutia has its own individual picture of
migratory activity. However, we have founded that youth of Russian identity wants to leave the
Arctic regions of Yakutia in primarily, it links their life strategy and plans to move in central
Russia.
The article shows the level of satisfaction of Arctic youth of the quality of life in the Arctic
regions. It found that the most pressing problems of Arctic youth, influencing on their migration
intentions are associated with a lack of normal living conditions and jobs.
The authors conclude that young people are forced to integrate into existing socio-economic
relations due to the current economic conjuncture of the Arctic regions.
In this regard, the research results of attitude to employment and the best economic behavior
through the prism of the perceptions of young people living in the Arctic regions of Yakutia are
very interesting.

초록 [국문] In our age of technological progress, new technologies and the innovation economy has no
one doubts the need for the use of electronic computers, computer systems, global information
networks in various spheres of political, socio-economic, spiritual and cultural life of society,
and in the everyday life of ordinary people. Meanwhile, continuing development of applied
technical Sciences, improvement of computer technologies of global information networks in
the conditions of market economy led to the emergence of a new kind of socially dangerous
behavior - "computer" crimes. In turn, organized and professional character of modern computer
crime, its mobile and vysokochastotnyi character, the inability to effectively deal with it within
the borders of individual States determine the need to implement international legal cooperation
and interaction of law enforcement bodies of different countries in this sphere. In addition,
public danger of computer crime increases considerably in connection with the use of computer
technology for making many other intentional crime belonging to the category of grave and
particularly grave.For the decision of problems of information security of the Russian society and state need to
increase the efficiency of the criminal law, as well as practice of its application for crimes in the
sphere of computer information. The huge scale of the damage being done and extremely low
level of compensation indicate that the acting Russian normative-legal base, regulating the fight
against such crimes, requires further improvement, including at the regional level.
In judiciary practice has difficulty criminal-legal qualification of the crimes provided in
articles 272, 273, 274 of the criminal code, since the establishment of objective evidence of
crimes in the sphere of computer information implies not only an understanding of the technical
features of the activity in the sphere of high technologies and computer information, but also the
use of special knowledge in the field of computer devices and storage media. In addition, need
further clarification and individual subjective characteristics of these crimes. So, of course, need
to intensify scientific developments criminal-legal means of challenging and complex modern
criminological measures of prevention of offences of this type.
This scientific article is devoted to the main causes of computer crime in the Russian
Federation. The author carries out the classification and analysis of the most important causes of crime in the sphere of computer information, proposes measures for their elimination and
making General conclusions on the further development of computer crime in Russia.

초록 [국문] Inthearticle the condition of the Russian Far East’s transport system key elements is
considered. The condition of railway and sea transport as the most important for the region is in
more detail presented. Dynamics of the main indicators of the transport work and available
elements of infrastructure were analyzed.
The Russian Far East, having an exit to the Pacific coast, possesses unique opportunities of
sea transport and is “gate of Russia” to the Pacific Rim. However today these opportunities are
insufficiently used owing to existing problems of functioning of the region’s seaports, restriction
of railroad capacity, difficulties of interaction of railway and sea means of transport and other
reasons.
Also, in this article prospects of cooperation development between Russia and the Republic
of Korea in the transport sphere are presented. Now cooperation between our countries can be
effective not only in separate enterprises, but also at the level of Northeast Asia region as a
whole.
